The Community Service Society is a venerable anti-poverty organization dedicated to promoting upward mobility for low-income New Yorkers through research, advocacy, litigation, and innovative services. We seek an education and youth policy analyst to join our premier Policy, Research, and Advocacy team. The Policy, Research, and Advocacy team that has played a leading role in recent progressive policy wins including sweeping pro-tenant reforms, Fair Fares, paid family leave, and paid sick days, and contributing to the development of CSS’ annual Unheard Third Survey. Reporting directly to the Vice President for Policy Research and Advocacy, the position calls for conducting demographic, education, and youth research. The analyst will also monitor and analyze education and youth policy trends, innovations, legislative issues, and changes in regulations at the city and state level.
Conduct demographic, education, and youth mobility research. Use STATA to manipulate and analyze large datasets from the Census Bureau such as the American Community Survey and Current Population Survey, as well as analyze data from CSS’s annual Unheard Third survey of low-income New Yorkers.
Write blog posts, talking points, and research briefs, and develop data charts and infographics to support and advance CSS education and youth policy priorities, including education equity, career and technical education, apprenticeship programs, and school-based learning.
Work closely with the VP for Policy Research and Advocacy on project management for CSS’s annual Unheard Third survey, including brainstorming, collecting and integrating feedback from the rest of the policy team and other CSS departments, as well as editing and proofreading the questionnaire.
Represent CSS in the media by responding to requests about CSS reports and policy priorities.
Represent CSS and provide research support to coalitions and initiatives focused on education, youth development and mobility.
Draft testimony for City Council and State legislative hearings, memos in support of proposed legislation, and press releases upon request from the City, State, other advocacy organizations and partners.
Three to five years of experience in education policy, economic mobility, and/or social and racial justice research
Ability to apply rigorous analysis to complex issues, including strong quantitative skills and familiarity with using major public data sets
Experience with data science software such as Stata or SPSS is required
Skills in focus group research, survey research, and/or community organizing required
Graduate Degree in public policy, education, economics or related field required
Excellent written and oral communications skills, including ability to write and deliver oral presentations in a clear, concise and compelling manner
Knowledge of how New York government operates, and political savvy is a plus
