Director of Policy and Research

New York City Full Time

The Director of Policy and Research plays a critical role for the New York Building Congress, providing in-depth analysis and reporting on the building industry for the membership, press and public, including, but not limited to, infrastructure investment, neighborhood planning and economic development. This position reports directly to the Chief of Staff and sits on the Public Affairs team, alongside the Directors of Government Affairs and Communications.

Duties & Responsibilities

Research & Publications

Oversee the content and calendar of all publications, including the Construction Outlook and Next 100 Years of New York City and the Building Congress series and one major annual report on a key industry sector or issue.

Develop white papers and/or other regular, formal sources of information on timely subject matter.

Prepare text and visuals that convey research findings in an easy to interpret manner.

Perform in-depth research on the construction market using available data sources.

Analyze data to uncover trends, quality and completeness; recommend additional data sources or improved methodologies when needed.

Provide quantitative and qualitative analysis that informs the organization’s advocacy efforts at the city, state and federal levels of government, as well as ad-hoc communication initiatives, such as op-eds and interviews.

Serve as a liaison for consultants, including an economist, researchers, data providers and a team of graduate students, to develop full in-house research capacity and expand research opportunities with other sources.

Work with leadership to develop and implement strategic policy priorities.

Maintain a working knowledge of issues and trends impacting the Building Congress’ membership.

Respond to informational requests from members and external partners.

Assist in the development of the organization’s annual Policy Agenda.

With Director of Government Affairs, occasionally draft and deliver testimony, briefing papers and letters.


Recruit a minimum of three members per year.

Assist with preparation of presentations as necessary.

Represent the organization externally, as necessary, at meetings, events and hearings.

Provide staffing support at Building Congress events.

Other duties and responsibilities as assigned by the President & CEO.

Skills & Qualifications

Three or more years of experience in research and planning, urban studies, economics or a related field.

Bachelor’s degree required; Master’s degree preferred.

Strong communication and organizational skills.

Familiarity with construction and economic data (spending, employment, labor, capital budgets and material prices, building permits, etc.).

Knowledge of design, construction and real estate in the New York metropolitan area.

Proficiency in Microsoft Word, Excel and PowerPoint required; IMPLAN or other economic impact analysis software a plus.
